As many have pointed out, wars are fought between nations. Terrorists are stateless, ordinarily anonymous, either religious or political fanatics — nut cases. The only way to defeat such people is to expose them as intruders upon those who live with and/or are brutalized by them.
We blew are chance to do so with Afghanistan by diverting to a ‘war’ on Iraq. Not troops but outreach to persons is the only way to defeat terrorists. Fundamentalist religions are most frequently distorted versions of the roots they claim and horrendous violators of these religions’ primary human values. Such can be pointed out and is often the message of their sane members. These are the people we should support in all ways that we can — not further harm with military excesses. May we do it right in the future.

They are often trained in other countries, and come here and use “Charity money” from the middle east to pay locals to join their cause, and then if the governments hit back, the NGO’s report “atrocities” and the press laps up the biased report.
For example, the latest report on the Philippines condemns “Fighting” yet doesn’t mention the MILF attacks on Christian villages that cause over 100 thousand to flee. Reading the news makes one think all those fleeing are poor Muslims.
And the reports often blame the Christians for migrating there three generations ago to farm vacant land…yet many of the indigenous tribes who have been persecuted and displaced by the MILF are voiceless to defend their land.
So yes, there is terrorism…and states that back them.
But the boogieman for the left is Israel or democratic governments that try to defend themselves.
War against Terrorism may be difficult but is not pointless. It must carry on. But the rules of Dharma Yuddha does not work in a war against Terrorism. The fight has to include resistance by Pseudo Secularists and the back end system which funds terrorists and provides arms.
USA funds and arms Pakistan and has no control on the end use of its funds and arms. There must be arms dealers in France who make money selling arms to underworld outfits.
There are ISPs and media who assist in terroris propaganda under the guise of freedom of speech.
Unless the war on terrorism extends to these outfits which are outwardly democratic but abet and aid terrorism for some reason or the other, we cannot hope to win the war against terrorism.
