Not in their wildest dreams, as recently as the 2004 election, could Democrats have conceived that U.S. Rep. Don Sherwood (R., Pa.) could possibly be unseated. Here’s why: in 2002 and 2004, no Democrat could be bothered to go to the trouble and expense of filing campaign papers for a hopeless race. Sherwood, with no opponent for two straight cycles, could be counted on in the NRCC offices as an absolutely safe seat. Moreover, Sherwood held a safe seat in a blue state, no less, where safe Republican seats are becoming harder and harder to come by. Nor did he need to outrun President George W. Bush; in 2004, Bush blew out John F. Kerry by a 60%-40% margin in the 10th District.
However, Sherwood’s campaign has been rocked by a messy scandal. And as a result, this seemingly untouchable seat – deep in George W. Bush country - is well within the grasp of Democratic challenger Chris Carney.  As a matter of fact, Congressional Quarterly has the Pennsylvania 10th District in their “No Clear Favorite” category. This is a head-spinning headline, given that Democrats didn’t even have a CANDIDATE in this district, in either 2002 or 2004.
