Civil War is Coming to the Palestinian Territories Since the ruling Hamas party, under the direction of Prime Minister Ismail Haniyeh, has insisted that recognition of Israel is 'out of the question,' they have also ruled out the resumption of foreign aid and tax payments from Israel and the West. Without that money, they have been unable to meet paychecks for their civil servants and that has resulted in the violent protests that are breaking out today -- the majority of the protesters are government workers outraged because they have not had a full paycheck since Hamas took control of the government. The current outbreak of violence began on Sunday when Hamas Militiamen opened fire on the protesters with guns, anti-tank weapons and grenades. Security forces who are loyal to the Fatah party, the other political party in the Palestinian Territories, then retaliated against the militiamen by returning their fire. The outraged protesters took their protest to Ramallah, the seat of government, and after marching, shouting slogans and burning tires, converged on the Cabinet building, totally destroyed it and then set it on fire. (If you watched the news this morning you could see that a news cameraman was allowed inside to document the destruction.) Hamas is obviously the cause of the shortage of funds that originally stoked this violence, but they are presenting themselves as the offended party by officially protesting -- insisting that Fatah party leaders are attempting to 'divide the Palestinian people.' In politics, whether you are in the East or the West, facts always take second place to perceptions and those who perceive Hamas to be righteously 'sticking to their guns' on the matter of the recognition of Israel as a legitimate political entity, will support Hamas. Those, however, who perceive Fatah as a party trying to bring peace and some measure of prosperity to the long-suffering Palestinian people will support Fatah. Opposing points of view or perceptions are fine but when the situation deteriorates into violent protests, violent reactions by an arm of the ruling party and then violent retaliation by an arm of the minority party -- Civil War is on your doorstep. That is not just an idle observation, "a bloody civil war" was presented as a distinct possibility (or perhaps a desire) on Saturday by officials of Hamas (see link below). It is becoming apparent that Hamas does not want the "unity" government that has been under discussion in recent months and may feel that a civil war would be a way out.
