Russia sends troops to Lebanon, but not with UN Further evidence of the one thing Hugo Chavez and I agree on, that the UN is a forum, not a lawmaking body: Russia is sending troops to Lebanon to help with the peacekeeping process, but not under the UN flag. As I stated earlier, the UN is incapable of making countries do what's contrary to their national interests. The article offers little in the way of explanation and analysis, but obviously there was some reason the Russians felt it benefited them to keep away from the UN troops.
