Osama not a target?

Apparently not, or at least, that is what the President has told members of the press. I can't figure this one out. Didn't President Bush promise his constituents that he would bring those responsible for the attack on the World Trade Center to justice? Wouldn't that mean pursuing the leader of the most organized terrorist groups in the world? This sounds like spending isn't the only thing out of control with this Republican dominated Congress and White House.
