Congress Departs, But Not Without Formalizing Billions Of Spending... Fox News reports that "in a flurry of activity before their departure early Saturday morning, the Senate gave final approval to $448 billion for the Pentagon, including $70 billion for the wars in Iraq and Afghanistan. The Senate also joined the House in approving construction of a 700-mile fence along the U.S.-Mexican border." However, as noted by the Indianapolis Star, they did not accomplish as much as they would have liked to: "Despite the annual flurry of activity before adjourning, lawmakers left town with few major accomplishments to brag about, lawmakers and political experts agree. This Congress has been more partisan than others in recent years and less likely to pass substantial legislation, experts say. "It's been a really dreadful period," said Thomas Mann, a senior fellow at the Brookings Institution and co-author of "The Broken Branch: How Congress Is Failing America and How to Get It Back on Track." Democrats borrowed the "do-nothing" tag for the Republican-controlled Congress from President Harry Truman, who attached the label to the 80th Congress in 1948. That Congress actually "did more substantive work than we have done," said Rep. Steny Hoyer, D-Md., the minority whip. "We come to a stumbling, halting, unproductive conclusion to a year in Congress, which I think reflects the truth of what I have been saying about the do-less than the do-nothing Congress."
