California Strikes a blow for the environment...or do they?

In what can certainly be construed as a move that goes against tpyical party lines, Schwarzenegger signed a bill to reduce greenhouse gas emissions in California. Environmental issues are frequently viewed as the domain of the Democrats with Republicans being viewed as a group intent on destroying the environment in pursuit of wealth. Like most steretypes, there are more holes in that picture than you can plug with a boatload of tinkers dams but it is still the way the media frames the situation.
It is a bold step that runs counter to what the Bush administration has tried to do. It is a step that is Democrat driven and it takes a bold stand for a politician to side with the opposing party against his own as is being done here. That, I believe, is a positive move and I applaud him for acting in the interests of the people of California instead of the party he belongs to.
Those who believe the environment is in mortal danger should be taking these sorts of actions. If these emissions are devastating the environment and threatening the extinction of the species then now is too late to start working on it.
Of course, behind every silver lining, there's a cloud. And in this case it is a dark one indeed.
"Details on how the state will achieve the emission cuts have not been worked out."
In other words, here is a law in place that nobody knows how to enforce or make work. Who has to cut emissions? How much? What happens if they don't? What percentage is the responsibility of manufacturers as opposed to automobile drivers? Where is the reduction going to come from and how will you justify penalizing one group but not another?
How good is it to say, "There is a problem, fix it" when it is unclear who is responsible for fixing it? It reminds me of the old poem wherein "Everyone thought Someone would do it so Nobody did it."
This law is a good idea and...so far...a terrible execution.
