BP Upgrading Indiana Refinery, Spending About $3 Billion The Forbes report on the matter offers a statement from Bob Malone, BP America Inc. chairman and president, saying "BP's investment increases the diversity and security of oil supplies that can be refined into gasoline, diesel and other petroleum products in demand by consumers in the Midwestern United States. It also provides a significant market for Canada's abundant heavy crude oil resources." The Houston Chronicle reports that there will be "up to 80 new permanent full-time jobs and 2,500 jobs during the three-year construction phase," which is, at this point, expected to begin in 2007 and be completed by 2011. Texas City was one of the places considered for the refinery upgrade, but in the end the Whiting, Indiana, refinery won out. Perhaps that slightly improves the chance that the construction jobs will go to citizens, as opposed to the cheap labor flowing over the border.
