An American Professor and the 15 year temp' job in China...

It is the birthday of the People's Republic of China and as happens yearly top foreign experts were honored with Friendship Awards Friday in Beijing by the Chinese government for their outstanding contributions to the country. This year 49 experts from 19 countries were lauded.

The 15 year old Friendship Award is China's top honor for foreign experts who have made outstanding contributions to China's economic and social progress.

"Your professional qualities and dedication have deeply impressed the Chinese people, and your profound friendship with the Chinese people and your valuable contributions to China's modernization will be eternally remembered by the Chinese government and the Chinese people," Vice Premier Hui Liangyu said.

According to the People's Daily online he said the government would continue to push forward the strategy of reinvigorating China through developing skills and lay equal emphasis on the training and development of domestic talent and introducing international expertise.

Only 850 foreign experts, of millions that have worked here, from 55 countries have been awarded this honor. And according to the article the country urgently needs more senior foreign professionals with innovative, decision-making and management skills. "We sincerely hope for and welcome the arrival of more foreign experts, overseas Chinese experts and international friends to participate in China's modernization in every way in the future," Hui said.

But, foreign experts are not valued so much that they can readily choose China as their home. Less than a thousand people were granted Green Cards last year as opposed to the US which hands out tens of thousands annually. The requirements for a visa seem pretty straight forward:

Hold a senior post in China

Make large direct investments in China

Made outstanding contributions or be of special importance to China

Live in China with your family for more than five years.

But folks like Dr. Janice Engsberg, an American who has been working in China for 15 years, as a beloved teacher in the mass communication department of Xiamen University are still hoping they can stay here when their "temporary" work is done. And Professor Engsberg is one of those rare honorees mentioned above.

Japan's greatest postwar gaff has been failing to diversify from within and without. Women and foreigners face immense challenges and experts think it will be the reason Japan loses its standing as the world's #2 economy.

I am of her mind that China must quickly learn and incorporate western management and marketing strategies or follow Japan down the global economic ladder. Smaller businesses are already collapsing under the weight of competition now that price alone no longer herds in droves of business from the west and China fell several places this year in the International rankings for competitiveness. Most businesses here are resistant to change, but like a married couple in the throes of dysfunction they keep performing the same behaviors that hurt them, only with greater fervor, in an effort to get well.

It is time to really thank the folks who have contributed to China's spectacular growth, and ensure its continuance, by honoring their love for the country.

The Professor says, "Without a green card, I can only come with a tourist visa and stay briefly at a hotel" she said. "And I'll be very sorry if that happens."

And China should be too.
