Who Needs Fiction? When the facts are so doggone unbelievable?I swear Tom Mabe did this in a prank call once. The difference between Tom and this guy is that Tom was only joking about it!A 45-year old Utah dad has been arrested for using a canine shock collar to discipline his six year old sons. Apparently dad was holding the collar to their arms and legs to administer shocks whenever they acted out. Dad seemed to think this was an appropriate disciplinary tool. I know how I'd punish him.
