Are School Zones About The Kids, Or The Money?

Are school zones about the kids, or the money? When we see people driving 45 miles per hour in a 20 mph zone, clearly there's a problem that needs to be addressed. However, it becomes a very valid question when we see people driving 18 mph in a 15 mph zone, like a guy in Arizona.
Do we want motorists looking down at their speedometer and running kids over, or do we want them driving safely (or slowly) and watching the road? The same argument goes for anyone caught speeding by just a couple of miles per hour over the limit.


I ask today (as opposed to some other seemingly random day) because I often notice myself paying more attention to the speedometer than the road when the limits are too low to even set the cruise-control (and when it will work, I use it).


The exception was today when I caught myself going a little fast not paying enough attention to it. And then guess what I did for the rest of the zone?
