The only thing polls matter for is to show momentum on the states that lead the voting. Just ask Dean and Gephardt who were in a statistical tie with Kerry and Edwards in December 03 in Iowa only to be trounced on caucus day. The Rasmussen poll does take Independents into account, but I think the reason why both of these candidates show poorly is simply because they are outsider candidates that attract a different type of supporter. Gravel is the best candidate on the Democratic field, and the Republican field in my opinion, but just like Ron Paul, who is the front runner on the internet, gets low ratings. E.g.; 2%, I just don't understand it.
