		<description>And that doesn't mention that if all he can afford is a used car, he pays nothing when he earns that and also nothing when he spends it.  Or when he pays off past debt--nothing when he earns it, nothing when he pays it.  Or used furniture, or a house you bought after someone else has lived in it?  No sales tax on used stuff.  Period.

The FairTax is not just a sales tax.  It is a comprehensive plan that makes sure no American will pay a dime of taxation until he has worked his way out of poverty.  Until he has earned enough to spend more than the poverty level on new goods and/or services, he pays nothing.  Beyond that, taxation begins.  So someone spending exactly double the poverty level on new goods and/or services will have a tax rate of 11.5% of what he spends.  Someone spending exactly four times the poverty rate on new goods and/or services will have a tax rate of 17.25%.  If he can afford to spend eight times the poverty rate on new goods and/or services, he will have a tax rate of 20.125%.
That sounds pretty progressive to me.
