River diving operations have ceased for the night, due to the large amount of debris in the river, and the operations has officially transitioned into “recovery mode”.  A transportation plan is being developed that will help divert traffic into and out of downtown Minneapolis tomorrow, and will be posted on the &lt;a href="http://www.ci.minneapolis.mn.us/" rel="nofollow"&gt;city website&lt;/a&gt;.</description>
