The decrease in civilian deaths is linked to the US taking out Sadr's Iranian funded Mahdi militia.
Sadr, however, is in the government and could take it down, which is why Maliki is complaining on TV. This is politics, One would expect the press to notice these things. But, as I posted elsewhere, they have a template and fit all their news into the template, whether it be "extrajudicial killings" in the Philippines or evil US soldiers in Iraq.
