1, The booming housing market
2, Easy Credit
3, Previous home owners cashing in on inflated property values, taking the money and buying home in less expensive cost of living states. 
Whites moving out of those areas and the Blacks moving south or back to the Caribbean. 
4, The majority of the Caribbean families are concentrated in B'klyn, the Bx. Queens and L.I. 
By Word of mouth available homes in these areas 
are shared with other Caribbeans looking to buy homes in the sub-prime market. 
5, So we now have The American Dream available to those who realize the chance to own. 
6. The Criminals feed off of hopes and aspirations of hard working unsuspecting people
who fall victim to the scam. 
7. These mortgage companies use ethnic straw real estate agents to sell the package. almost all of the agents know the game and those that don't are blinded by the high commissons they receive. 
8 So you see it's not just Caribbeans all ethnic groups in this city and elswhere were once victims. 
9. Caribbeans, Hispanics and Latinos are the new group of victims on the block.   
10, Birds of a Feather Flock Together. And the criminals  cease this opportunity to do what they do best, RIP US OFF.</description>

		<description>Inspite of the excelent work by the task force and local authorities there are many home owners still impacted by the criminals listed in this article. The OAG, FBI and local county governments should set up a victims relief fund. The money could come  out of the assets and fines collected and funds confiscated from these criminals. Congress should pass a bill to prohibit All companies that have WERE convicted or pleaded guilty to consumer fraud from filing bankruptcy. Track down their hidden assets like the Gov. did to Bernie Madoff and have a US TRUSTEE  Distribute the funds to the CONSUMER FRAUD CRIME VICTIMS RELIEF FUND. CFCVRF</description>
