However in regards to your second question, Washington DID NOT intend for there to be an income tax, so the idea of taxation without representation would not have been an issue in his mind regardless of the Districts population.  The framers of our Constitution knew times would change, they expected some laws may need to be added to our Constitution, and others may need to be repealed.

This is why they gave us the opportunity to alter the Constitution through the Amednment process.  For the Democrats to propose a bill which is in direct conflict with the Constitution either shows there lack of understanding of the Constitution, or blatant disregard for it.</description>

Did Washington intend for thousands of people to live in the district?

And if so, did he honestly intend to create a situation where citizens would live in a place where there was taxation without representation after fighting eight years in a war for that same reason?
