Super power like Amrika has not been able to completely seal its US-Mexxico border, how do you expect Pakistan to completely seal 2,500 miles long border with Afganistan. It is one of most difficult terran in the world. Negroponte clearly knows that responsibilities lies on both sides. If the Tali-bans are freely crossing over to Afganistan, why Afgan forces - if it exist or ISF is not able stop them. It seem that either they are incapable to stop them or keeping a blind eye. Now, what is Taliban? It is not written in their forehead that "I am Taliban". You cannot tell the difference between local tribesman or Taliban. They all carry guns and heavy ammu and ready to fight the outsiders, even Pakistani forces. PakIstan has carried a burdon of 6 million Afgan refugees. Pakistanis never called them refugees. The are considered as our guest. But how long? no more. Pakistanis are fed up and they are paying the price of uninvited guest. All these years, no one came to Pakistan for help. UN provided help like peanuts. It is also possible that many Afgan insurgents taking shelter in these campes and they crosses over to Afgan border.
