		<description>Two traditions are contrasted. One is the Old World where the few elite rule the many, and the many are less inclined to do for themselves. The other is the New World, America, where people are more accustomed to doing for themselves without leaning on government.  This was seen in the relationship with people and their governments. Each was never separated by more than one day’s horseback ride.  The county was the primary behavior-relating monitor, the federal being restricted to doing only what the county and state governments could not do.  When county government did not do what was expected, the people rose up and changed office-holders.  If county became oppressive, vigilante committees were formed.  That tradition today is reflected in the Tea Party Movement against the excesses of the current Federal Government.  There are no Tea Parties in the Old World, unless they are violent revolutions.
