Unfortunately, financial identity theft like this is often just the visible tip of the ID theft iceberg, and is the most easily fixed.  An ID thief can commit crimes with this ID or get medical services (HIV test, for example) in the name of the victim. A person needs a comprehensive solution.  I have found only two that as an identity theft risk management specialist I can recommend: Zander Insurance and especially Pre-Paid Legal Services
