So I suspect this "bullying" reports are the passive aggressive way that incompetents defend their own actions. Why do I say that? Because most "disruptive doctors" I have seen reported by nurses or other personnel were chewing out incompetents, or their supervisors, for behavior that was endangering their patients. Disruptive behavior? My tushie. Passive aggression is also a workplace disrupter, and a lot more dangerous for the patient. what you don’t mention is that the majority of physicians now are women.
