		<description>This is why there must be a way to separate level 1  2  and 3 offenders   level 1 and 2  are very little threat to any one but to classify them all the same is unjust, and ridiculous. This whole registry thing is not doing anything to protect people....news on the web today, they find 6 bodies in a registered sex offenders house....3 or 4 weeks ago they find a woman that was abducted 18 years ago in a registered sex offenders home... a sex offender on the tightest possible supervision possible....yep that proves it to me the registry really works....works to give us all a false sense of security ,  works to win politicians votes and keep the news people busy selling this ****</description>

Since the recidivist rate over all for FIRST offense sex offenders is lower than all major felony's except murder. According to the U.S. justice Department, in a three year study

* Released prisoners with the highest rearrest rates were robbers (70.2%),
burglars (74.0%),
larcenists (74.6%),
motor vehicle thieves (78.8%),
those in prison for possessing or selling stolen property (77.4%), and those in prison for possessing, using, or selling illegal weapons (70.2%).

* Within 3 years, 2.5% of released rapists were arrested for another rape,

I have concluded that one can narrow those who should require that extra step very close scrutiny. 
1. The VIOLENT offender
2. the offender who DID NOT Know their victim
3. The REPEAT offender.

According to the Justice Department 93 percent of FIRST time offenders do not re-offend. They are committed by family members and by those known to the family.
Which brings us to a real problem. The Adam Walsh Act has been written as have the vast majority of sex offender laws in this country without having as their foundation, "Eviodence Based Research (EBR). Which has given us laws that "do more harm than good.

Law enforcement is so over loaded supervising the vast majority of low to no risk that that the PREDATORS are hiding in the registries.

A fact well known by most legislators who have written these harmful laws that endanger children and our society. And that should not be.
