Yes, I agree.  Parents are the number one risk factor in raising bullies as well as repeat victims.

Bullying is multi-generational.  Generally, bullying parents raise bullying kids.  Victim parents raise kids who are victims in the outside world, but often bullies at home.

Think of Lucius Malfoy, in the Harry Potter series, as a bullying parent of his bullying kid, Draco.

Since I think it’s practically impossible to change bullying parents solely through understanding, logic and therapy, my first approach is to stop bullying kids as the way to break the multi-generational cycle.  At least that will protect the targets, which is our first responsibility.

My only comment is that, to me, what is as important perhaps as "raising our children to be more sturdy than Megan Meier was" is teaching children NOT TO BE BULLIES!  I'm sure this wasn't the first time that Lori Drew behaved in this way and maybe if she'd learned a few hard lessons earlier in life she would not have done this.
So we have two tasks. One is to create appropriate laws and the other is to discourage bullying in every way possible at every age.</description>
