On similar line with the UID project, all the shops in India the billing process should run on the software supplied by the Govt and also should be connected online. If this is implemented the black money will fade off.A transparency can be brought in the system. Mr.Nandan Neilkhani can be entrusted with this job. Here lies the future of India.

Is it feasible to gather the data for UID through enumerators visiting houses? How long would this take? What errors could occur in the process? How would the homeless be handled?
What would issuing a unique number to each resident of India and linking it to the person's biometrics achieve?
Why have all other nations that tried this, given up?

The above article covers several important aspects. Several open issues remain as follows --

1.	Identity Theft - The ubiquitous use of Social Security Number in the US has been one of the root causes for identity theft. How do we prevent against the misuse of UID. Can a criminal use an innocent persons UID with the mismatch of the biometric with the user data – there is good incentive for such people to bypass correct enrollment and there is potential for corrupt enrollments. How fault tolerant is the system and what are the mitigation solutions in place?
2.	We cannot rely on the uniqueness of fingerprints – it depends on how the fingerprints were captured, by which devices, error rates, matching threshold etc.
3.	Identity assurance is an important aspect for the issuance and management of identity – there is a lot of literature on this. However, the project should define rules and regulations that are applicable in the settings where the enrollment will be carried out.
4.	Strong Audit and Accountability
5.	Troubleshooting or Helpdesk services – also how it integrates with the IT infrastructure needed to support the services. Here we need to look at the network etc. constraints that restricts which security measures can be implemented.

Mr Nilekani has mentioned several times that they will be looking to recruit people from the private sector for the new project. How can people aspiring to join the team get in touch with the authorities? Thanks
& pl do let me know whether the office will be in every state or it will be centralised only& what would be the criteria for the recruitment. pl send me the details..
