		<description>It's true that hackers can always find a new way. What's unusual in this case is the lack of any alternative program delivery, including radio or alternative web site. While other US government agencies and private news media were able to keep their websites functioning, the Voice of America website has now been completely out of service for more than 24 hours. A U.S. government international broadcaster cannot afford to be so completely silenced. Since the Broadcasting Board of Governors, BBG, which is responsible for managing the Voice of America, took VOA radio and TV programs to Russia off the air last summer, this is exactly what has happened. What would the U.S. do if there was a major crisis in U.S.-Russian relations?  You are right. The FSB/KGB hackers would most likely block the VOA website in Russia. If the BBG continues its current strategy, the Voice of America would not have a radio alternative, including shortwave broadcasts, which cannot be easily silenced.</description>
