Personally, my spanish sucks and probably the cop on my block has the same issues, is the test in the firefighters case "adjustment" or "dumbing down to ESL fire fighters" That question is beyond my pay grade and I believe her's, time to bring out of the closet again, what language we expect our public servants to understand.
