I can see your point, and if I were to make a couple of edits in the conclusion of the article, I might indicate more directly that the Marshall Plan helped rebuild most of the infrastructure and economy of Western Europe - and eventually its auto industry. Thus all the Mercedes, Audis, and BMWs cruising our streets and highways. Likewise for Japan and its dominance of the U.S. auto industry. Italy seems to have drawn the short straw, even though we left that country in shambles as well. We offered assistance to Russia, but it stubbornly refused the aid. I've yet to see a Russian vehicle on our streets. Our generosity has come 'round to bite us on the ankles.

"There’s a reason, if you think about it, why General Motors and Chrysler are struggling to survive, while German and Japanese auto makers, while sagging in sales, show no inclination to declare bankruptcy. It is called the Marshall Plan."

I don't see how this is related to anything in the article, unless it is a kind of standard postscript in the style of Cato the Elder.

Apart from that the article is perceptive as to the fate of people who commit what others perceive as misdeeds.

I think the reason why none of the people serve time is that if incarcerated, they would be regarded by significant numbers of people as 'political prisoners', and could provide sufficient excuse for popular revolt. Thus justice has to give way to the universal desire for civic peace.

Perhaps the 1995 OJ Simpson trial was an example of this. Perhaps not.
