South Korean soldiers fired 60 warning shots as North Korean soldiers violated demilitarized zone rules, the AP reports. The wire service was unsure whether the violation was a deliberate poke, or whether the North Koreans were trying to go fishing in a “nearby stream.”

All this comes amidst news that North Korean plans to test a nuclear weapon this weekend. Proliferation is a tricky thing in today’s climate — if you give concessions in the form of aid, you’ve essentially paid the country for pursuing nukes, and others will start just for the money. If you attack a country to stop it from getting nukes, you end up with the anti-war crowd going “where’s the WMD???” If you attack afterwards, well, you’re going after a nuclear state. Finally, if you let them go nuclear, even if the country itself isn’t a threat the weapons could find their ways into terrorists’ hands.

Many countries, quite logically, end up seeing nuclear weapons as a no-loss activity. At this point, there’s no way for the world to avoid rewarding Korea for its behavior in some way or another. Short of invading, that is, which has its own slew of problems.
