		<description>What was the cartoonist trying to say?  He was saying that the stimulus bill was so insane, it must have been written by Travis, the mad chimpanzee.  The chimp in the cartoon didn't represent anyone or anything other than Travis himself.  The comment was on the bill alone.

This isn't rocket science.  I guess it doesn't take too much brain power to make it in journalism judging by all the inane commentaries I've seen on this matter.</description>
