Republicans promote "free market" system deregulation, and open up loopholes for corporations. Congressional, and Federal regulatory oversight was virtually non-existant for eight years under Republican controlled Congress and executive branches of government. Bush is a lame duck and is quacking at his mess while he knew his own party would not be serious in a bail out plan.
