This sounds to me like they are guilty until proven innocent, which goes against everything our court system stands for; it would be a travesty if such a law were passed.

Also, the Phishing aspect is completely irrelevant - ebay and PayPal are no more at fault for these fraudulent emails than banks are (another very frequent usage), and ebay has a department set up to combat such emails, which are a) copyright violations against the auction sites and b) hurtful to their business.</description>

		<description>Interesting, and hopefully these bills turn into useful laws, but the best hope lies with better-informed users.  A better educated, smarter user base will do more to curb cybercrime than any law, IMHO.</description>
