Many pilots have failed prematurely as there is no will on the part of the government to introduce meaningful e-Gov in India. What is required is a clear mandate that e-gov should help every citizen be uniquely identified using biometric smart card and any citizen should have the right to file requests / petitions online from any kiosk and the status available online for all to see. We need genuine e-Administration open source e-Platforms for e-Governance in India. Yes. Mr. Ramadorai is right.
