		<description>Congress has corrupted the election scene by announcing the colour TV scheme. It appears that the party thinks that the tax payer's money can be freely used for gaining political advantage during elections.
It therefore requires extreme courage for any party to talk in terms of "Development" and still win the election.
Election Commission should consider it an unethical practice to provide "bribes" to voters from out of the public funds as election promises.
