I'd like to see an entire state run the way the author would like to see it ran and watch how fast the cities start falling apart. The poster has no idea how important it is to have experienced people in a city that know the vastly complex problems, issues and legalities faced on a daily basis by city employees. City Attorneys, City Planners, Public Works, City Clerks and Treasurers are very vital to the well being of a city and they are usually college educated. If you think you can get qualified people at minimum wage that won't have a city being sued by the public on a weekly basis and you also think there won't be a significant drop off in the quality of your city than you are clueless. Their public sector counterparts usually make more money, but that is the trade off for better job security. It is also very rewarding to see your projects improve a city and the appreciation of various groups and businesses that are engaged in civic improvements.

Garbage truck drivers in my city make $89,000 a year plus about 45% of that in benefits - I'm all for picking up my own garbage if I can bring that kind of bacon home.
