The Philippine Inquirer notes that a recent report from HRW says that none of the “extrajudicial killings” of leftist politicians/activists/sympathizers/insurgents has resulted in arrests. (PDF of report HERE).

Essentially, there are right wing hit squads that some suspect are made up of military or policemen, who kidnap or shoot at or murder those causing trouble for those in power.

All of this is blamed on the government of President Arroyo, but in reality a lot of these murders are lower level politicians.
As HRW reports show, there are enough attacks to go around by various “insurgent” groups who kill businessmen or bomb civilians or businesses in the name of the people LINK

And these attacks, which are considered as human rights violations, don’t include the local political killings where one candidate kills another candidate running for the same office.

All of this makes the Philippines less friendly to those seeking to invest here, so ironically one of the major jobs of President Arroyo is to find countries to employ Philippine workers.
